Who can import goods into Saudi Arabia?
Imports are cleared by a Saudi company with a Commercial Registration that is registered as an importer with ZATCA, normally through a licensed customs broker.
A foreign supplier cannot clear goods in its own name. The consignee on the bill of lading or road consignment note must match the importer's registration, and regulated products must also be registered or listed by the importer on the relevant platform before they arrive.
How does SABER conformity work?
Regulated products need a Product Certificate of Conformity registered on the SABER platform, and each shipment of those products needs a Shipment Certificate of Conformity before customs will release it.
The Saudi Standards, Metrology and Quality Organization (SASO) sets which technical regulations apply to which HS codes, and approved conformity bodies issue the certificates through SABER. Requirements often include Arabic labelling and product markings, so involve your supplier early. Missing or mismatched certificates are a common reason for cargo being held at the port.
Which goods need SFDA approval?
Food, medicines, medical devices, cosmetics, animal feed and some chemicals fall under the Saudi Food and Drug Authority, which requires product registration or listing and import clearance.
Food shipments may also need health certificates, halal certificates for meat and poultry products, and labels that meet Saudi rules, including Arabic. Start the SFDA steps before production, because they are rarely quick to fix once the goods have arrived.
How are duties and taxes calculated?
Customs duty is charged by HS code under the GCC Common Customs Tariff, and VAT of 15% is then charged on the customs value plus duty and any excise.
While 5% is the common GCC rate, Saudi Arabia applies higher rates to many products, and some goods are exempt. Excise tax applies to products such as tobacco and sweetened drinks. Check the rate for your HS code in ZATCA's tariff before you price the goods, and make sure the invoice value matches your payment records.
How does cargo reach Saudi Arabia in 2026?
Saudi-bound cargo can arrive by sea at Jeddah or Dammam, or by truck from the UAE, and the best option depends on current carrier services and your final destination in the Kingdom.
During the 2026 Hormuz disruption some carriers suspended bookings to Saudi Gulf ports such as Dammam, while Jeddah on the Red Sea remained an option for Saudi-destined cargo. In August 2026 one major carrier stopped accepting cargo transiting Jeddah unless its final destination was in Saudi Arabia, closing that route as a workaround for other Gulf destinations (Nautica Post). Overland trucking from Jebel Ali through the Al Batha crossing is a practical alternative for the Eastern Province and Riyadh. Check the lane status board for the current position.
How does Nil Ocean handle a shipment to Saudi Arabia?
We coordinate sea shipments from China to Jeddah or Dammam and overland trucking from the UAE, and each case follows one visible checklist.
The stages are: importer registration confirmed → SABER or SFDA steps → booking and loading → arrival or border crossing → FASAH declaration and duty payment → inspection if selected → release → delivery. See China to Saudi Arabia and GCC overland trucking.
