In practice: ASYCUDA World is the web-based version of the UNCTAD system. Iraq rolled out ASYCUDA World in 2026, together with duties calculated per item by HS code under Decision 957/2025; the Kurdistan Region was reported to have made ASYCUDA pre-declaration mandatory at the Ibrahim Khalil crossing from 1 June 2026. Because the system checks data automatically, descriptions, HS codes, values and weights must match exactly across the invoice, packing list, certificate of origin and declaration.
Example: an Iraqi broker lodges a declaration for a mixed container. ASYCUDA calculates duty line by line and flags two items whose invoice values are below reference values, so they go to a valuation review.

ASYCUDA (Automated System for Customs Data) is a computerised customs management system developed by UNCTAD and used by many countries to process declarations, duties and cargo release.
