How to Verify a Freight Forwarder and Avoid Shipping Scams | Nil Ocean Shipping
Most importers choose a forwarder through a recommendation, a WhatsApp contact or an online search, and pay a deposit before the cargo moves. That trust is exactly what fraudsters exploit. In China–Middle East–Africa trade the patterns are well documented: fake forwarders listing very low prices on B2B platforms, bills of lading held hostage after loading, fake “customs hold” fees, forged documents and bank-detail change scams. The Nigerian Shippers' Council, for example, recorded a case in which an importer paid a clearing agent ₦6.8 million and the container was never released and was eventually auctioned (NSC). This checklist helps you verify any forwarder, including us.
How do you check that a forwarder is a real, licensed company?
Ask for the full legal name and licence number, then check them yourself with the authority that issued the licence.
UAE mainland companies: check the licence with the Dubai Department of Economy and Tourism (or the economic department of the relevant emirate). The licensed activities should include freight or cargo services.
UAE free zone companies: check with the free zone authority that issued the licence, such as JAFZA or DMCC.
Chinese companies: the business licence carries an 18-character Unified Social Credit Code, which you can look up on China's National Enterprise Credit Information Publicity System. If the company claims to be an NVOCC, ask for the registration and check it with the authority that issued it.
Address: a real office address you can verify (in Dubai, a Makani number helps), not only a virtual office. If you can, visit or ask for a video call from the office.
As an example, our legal name is NIL OCEAN SHIPPING L.L.C, and our Dubai trade licence number is 1104515. Both are on our Verify page.
Which details should match everywhere?
The same legal name, address, email domain and bank account holder should appear on every document; a mismatch is the most reliable early warning.

How do you verify a bill of lading and a container?
Check the master bill of lading number or the container number on the carrier's own website, which you open yourself, and confirm that the vessel, ports and consignee match what you were told.
House and master B/L. A forwarder issues a house bill of lading (HBL); the shipping line issues a master bill (MBL). Ask for the carrier's name and the MBL or booking number, not just the HBL.
Container number. Every container number has an owner code, six digits and a check digit under ISO 6346. A number that fails the check digit, or that the carrier cannot find, is a warning sign.
Tracking links. Do not rely on a tracking link sent to you; type the carrier's web address yourself.
Consignee and notify party. Make sure they are you or your nominee. A B/L made out to someone else gives that party control over the cargo.
What are the most common shipping scams?
Most scams start with an unusually low price or an urgent payment request that bypasses normal checks.
Scam
How it works
How to protect yourself
Too-cheap quote, then hostage B/L
A low price wins the booking; after loading, extra money is demanded before the B/L is released
Written scope with inclusions and exclusions; verify the company before paying; never pay a balance to a new account
Fake customs hold fee
A message says customs is holding the cargo and a “clearance fee” must be paid within days
Verify with the carrier or customs through official channels; official fees are never paid to a personal account
Bank-detail change
An email from a look-alike address announces new bank details
Call a number you already know; with Nil Ocean, bank details are only shown inside your portal
Forged or fake documents
A B/L or certificate for a shipment that does not exist
Check numbers with the carrier and the issuing body
Ghosting after prepayment
A deposit is collected, then the contact disappears
Check the licence first; pay against agreed milestones
Crisis “fixers”
Offers to release stranded or diverted cargo for a fee
Deal only with the carrier, the B/L issuer and licensed agents; no one can guarantee a release
Why should you screen a forwarder for sanctions?
Because dealing with a sanctioned company can freeze your payments and your cargo, and in 2026 the US Treasury's OFAC designated several Dubai-based shipping and forwarding firms (OFAC, 14 July 2026).
The UAE halted all trade, commercial exchanges and financial transactions with Iran on 19 August 2026 (UAE MoFA). Any offer of “safe routes”, “alternative paperwork” or “no questions asked” shipping is a warning sign, not a service.
Nil Ocean operates under UAE law and applicable UN measures, and screens parties, vessels and goods. We may ask for end-use and ownership information, and we decline shipments we cannot document properly.
What should a trustworthy forwarder put in writing?
A trustworthy forwarder puts the scope, price, conditions and contacts in writing before you pay anything.
An itemised quote naming the Incoterm, the scope, what is included and excluded, the validity and each surcharge with its validity.
Free days at destination and the charges that apply after them.
Whether cargo insurance is arranged or declined, and the carrier's liability limits.
A named contact and a backup, with real working hours.
Payment terms and the company bank account in the company's legal name.
The trading conditions that govern the service.
If a forwarder claims memberships, for example of a national association that belongs to FIATA or a forwarder network, check them in that organisation's member directory.
How can you verify Nil Ocean?
Use our Verify page: it lists our legal name, licence number, official phone and WhatsApp numbers and official email domain.
We never change bank details by WhatsApp or email. Payment details appear only inside your customer portal, and any change is logged.
Every message about your shipment can be checked against your case file in the portal, using the case reference.
If a message about your cargo feels urgent and unusual, stop and contact us through the portal or a number from the Verify page before you pay.
Frequently asked questions
How can I check a Dubai company's trade licence?
Ask for the licence number and legal name, then check them with the issuing authority: the Dubai Department of Economy and Tourism for mainland companies, or the relevant free zone authority. Do not rely only on a PDF copy.
Is a forwarder that quotes far below others a scam?
Not always, but a price far below the market is the most common starting point for fraud and for hidden destination charges. Ask for a written, itemised scope and check the company before you pay.
How do I verify a bill of lading?
Ask for the carrier's name and the master B/L or container number, then check them on the carrier's own website that you open yourself. A house B/L should match the carrier's booking details.
What should I do if my forwarder sends new bank details?
Do not pay. Call the forwarder on a number you already know and confirm through a second channel. Nil Ocean never changes bank details by WhatsApp or email; our details are only in the portal.
Which sanctions lists should I check?
At minimum the UN Security Council Consolidated List and the UAE local list published through the Executive Office for Control and Non-Proliferation, plus the OFAC list for US-dollar payments or other US exposure.
How do I know a message really comes from Nil Ocean?
Compare the number, email domain and case reference with our Verify page and your portal. If anything differs, contact us through the portal before acting.

Guide
Most cargo from China to Dubai travels by sea, in a full (FCL) or shared (LCL) container, from ports such as Shanghai, Ningbo, Shenzhen or Qingdao. Since March 2026, with the Strait of Hormuz largely closed to mainline ships, many services discharge at Khor Fakkan, Fujairah or Sohar and finish by bonded truck to Jebel Ali. Plan for several weeks door to door and budget for surcharges, UAE duty (generally 5%) and 5% VAT.
How to verify a freight forwarder and avoid shipping scams
To verify a freight forwarder, check its trade licence with the issuing authority, confirm that its legal name, address, email domain and bank account all match, look up any memberships it claims, screen it against sanctions lists, and verify bills of lading directly with the carrier. Treat prices far below market, pressure to pay a personal account and bank details changed by message as red flags.

Market update
With most mainline container ships avoiding the Strait of Hormuz since March 2026, Dubai-bound cargo is discharged at Khor Fakkan, Fujairah or Sohar and trucked to Jebel Ali. Here is how the route works, what it adds in time and cost, and what to confirm before you book.
