Since 1 January 2026 Iraq clears imports through ASYCUDA World and, under Council of Ministers Decision 957/2025, charges duty per item by HS code, with reported rates starting at 5%, instead of flat per-container fees. Customs may value goods on your invoice or on its own tariff book, and since 10 July 2026 certificates of origin and commercial invoices must be electronically verified before a declaration is processed. Budget per item, not per box.

What changed in Iraqi customs on 1 January 2026?
Iraq moved import clearance onto ASYCUDA World and, through Decision 957/2025, replaced flat container fees with item-by-item duties based on HS codes. Iraq Business News reported the new rules as active and enforceable at Umm Qasr from the first week of January.

How are import duties calculated now?
Duty is now calculated per line item, by HS code, on a customs value that may come from your invoice or from the tariff book, so two containers of different goods can carry very different duty bills. Because customs can choose the valuation basis, a low invoice value does not guarantee a low assessment. In the first weeks after the change, traders reported per-container costs rising from about IQD 3 million to between IQD 14 million and IQD 35 million in Basra and up to IQD 60 million in Mosul (Kurdistan24, February 2026). These were reported cases, not official rates, but they show why per-box budgeting no longer works. Ask your broker for a duty estimate per HS code before you confirm the order with your supplier.
What is ASYCUDA, and what does it mean for importers?
ASYCUDA is the Automated System for Customs Data developed by UNCTAD and used by many customs administrations; in Iraq it turns every import into an electronic declaration that is checked against the data in your documents. In practice this means:
Registration first. Only a locally registered importer of record can clear goods. Broker guides describe registration taking roughly 3–10 business days; confirm the current timing locally.
Data must match. The HS code, description, quantity, weight, value, Incoterm and origin must agree across the invoice, packing list, certificate of origin and bill of lading.
Pre-declaration. Law-firm and broker guides describe a pre-declaration step that includes invoice value, Incoterm, an HS-matched description, origin and the consignee's tax or national ID, linked to the banking system. File it before the vessel arrives.
What is e-verification of certificates of origin and invoices?
Since 10 July 2026 Iraq's customs authority has required certificates of origin and commercial invoices to be verified electronically through ASYCUDA before a declaration is processed, and declarations may be suspended when the documents are not verified (Deloitte, 14 July 2026). Ask your supplier early how the certificate of origin is issued and make sure the invoice is final before shipment, because any later correction has to pass verification again. One broker guide also reports that invoices need handwritten signatures because digital signatures are not yet recognised; check this with your broker for your case.
Why are Iraqi declarations rejected or delayed?
Most rejections come from data that does not match or documents that are missing, not from the duty itself.
Problem
What happens
How to prevent it
Wrong or vague HS code
Wrong duty, rejection or valuation dispute
Agree HS codes per line with the broker before the invoice is issued
Description, value or weight differs between documents
Declaration rejected or held
Cross-check invoice, packing list, certificate of origin and bill of lading
Origin on the certificate does not match product markings
Query and hold
Check markings and certificate wording with the supplier
Certificate of origin or invoice not e-verified
Declaration suspended
Complete verification before the vessel arrives
Regulated goods without a Certificate of Conformity
Other frequent issues reported by broker guides include untreated wooden packaging (ISPM-15 applies), radio equipment without Communications and Media Commission approval, missing health certificates for food and cosmetics, and customs offices closing for several days around Eid.
What happened at the ports after the reform?
The transition was rough: a backlog of more than 50,000 containers built up at Umm Qasr, and on 9 February 2026 traders closed markets in Baghdad, Basra and Mosul in protest. Between 24 February and 15 April 2026 the government cut shipping-line and agent charges to importers by 75%, a measure later revoked (Global Trade Alert), and the Umm Qasr backlog was later reported cleared. A March 2026 report by Kapita (Iraq Business News) described containers left uncollected while importers disputed valuations, with demurrage building up. The lesson is to keep a time buffer and get free time in writing; see demurrage vs detention.
Is the Kurdistan Region different?
Partly: from 1 June 2026 ASYCUDA pre-declaration became mandatory for all commercial goods at the Ibrahim Khalil crossing with Türkiye, according to a Kurdistan-based broker. Reported errors there include using legacy regional tariff codes instead of HS codes, mismatched descriptions, values or weights, late pre-declarations and bank transfers that do not match the customs tax deposit. Standards checks are strict as well: Shafaq News reported that 3,550 tonnes of imports were rejected or destroyed at the crossing in the first four months of 2026 for breaching standards.
How should you prepare a shipment to Iraq in 2026?
Prepare the data before the goods move, because every correction after arrival costs storage and demurrage:
Confirm the importer of record is registered and that the consignee's tax or national ID appears on the documents.
Agree the HS code and exact description for every line with your Iraqi broker, and get a duty estimate per item.
Make the invoice, packing list, certificate of origin and bill of lading consistent: description, quantities, weights, values, Incoterm and origin.
Arrange the certificate of origin and invoice so they can be e-verified, and check whether your goods need a Certificate of Conformity or a Certificate of Inspection.
File the pre-declaration before the vessel or truck arrives.
Keep a budget and time buffer for valuation queries, and get the carrier's free time in writing.
It is the Iraqi Council of Ministers decision under which, from 1 January 2026, flat per-container customs fees were replaced by duties calculated per item according to HS codes, processed through ASYCUDA.
What is the import duty rate in Iraq in 2026?
It depends on the HS code of each item; reported rates start at 5% and vary by product category. Customs may value goods on the invoice or on its tariff book, so ask your broker for an estimate per line before you order.
Which documents must be e-verified for Iraq?
Since 10 July 2026, certificates of origin and commercial invoices must be verified electronically through ASYCUDA before a declaration is processed. Unverified declarations may be suspended.
Can I still budget Iraqi customs costs per container?
No. Duty is now calculated per item by HS code, so the goods inside the container, not the container size, drive the bill. Budget per line and keep a buffer for valuation differences.
