These are the same stages you will see in your case file in the customer portal.
We confirm the destination, end user and goods, and check the destination's import rules.
You approve an itemised quote covering inbound, storage, re-export and onward freight.
Invoices, packing lists, original certificates of origin and any conformity certificates are uploaded.
The cargo arrives at Jebel Ali and enters the partner warehouse without UAE duty.
Goods are received, checked and combined; we post the warehouse receipt.
The re-export declaration is filed and the cargo leaves on the agreed onward service.
Destination clearance is coordinated, the cargo is delivered and the file is closed.
Your quote itemises every charge, so you can see exactly what is covered before you approve it.
It is the use of Dubai as a hub where goods are received, stored and combined without entering the UAE market, then shipped on to another country.
Buyers from Iraq, the GCC and East Africa often purchase from several Chinese factories and Dubai wholesalers at once. Dubai lets them collect those goods in one place, hold them until payment, permits or certificates are ready, and ship one consolidated load. Goods kept in a free zone under customs control and then re-exported generally do not pay UAE customs duty; goods released to the mainland pay duty, generally 5% of CIF value, plus 5% VAT (Dubai Customs).
Goods enter the free zone on a transfer declaration, are handled under customs control, and leave on a re-export declaration.
Warehouse services are provided through licensed partner facilities and confirmed for each case.
Our main re-export markets are Iraq, the other GCC states and East Africa through Mombasa, Dar es Salaam and Djibouti.
| Market | Usual onward route | Key destination requirement | 2026 note |
|---|---|---|---|
| Iraq | Feeder or RoRo to Umm Qasr; truck | Registered importer, ASYCUDA declaration, e-verified invoice and certificate of origin, COC for regulated goods | E-verification mandatory since 10 July 2026 (Deloitte) |
| Saudi Arabia and GCC | Truck through official crossings | SABER certificates (Saudi Arabia), destination declarations | Busier road corridors since March 2026 |
| Kenya and Northern Corridor | Sea to Mombasa | KEBS PVoC certificate of conformity for regulated products | iCMS outages delayed clearance in 2026 |
| Tanzania and neighbours | Sea to Dar es Salaam | TBS verification for regulated products, TANCIS declaration | Past system outages slowed release |
| Ethiopia via Djibouti | Sea to Djibouti, then road or rail inland | Ethiopian import permits and transit documents | Empty-container shortage reported in March 2026 |

No: re-export through Dubai does not normally change the origin of goods, so Chinese-made goods stay Chinese origin.
Keep the original certificate of origin from each supplier, because destination customs, and Iraq's e-verification process in particular, may ask for it. Mislabelling origin to obtain a different treatment is a serious offence, and we will not prepare documents that misstate origin, value or destination.
Jebel Ali lies inside the Strait of Hormuz, so in 2026 cargo can face routing changes both arriving and leaving.
Inbound containers are often discharged at Khor Fakkan or Fujairah and trucked in bond to Jebel Ali. Outbound cargo for East Africa may need a bonded road leg to an east-coast loading port, depending on the carrier's current network. Sailings from Jebel Ali to Umm Qasr do not cross the Strait. We confirm the routing and who pays for any extra leg before you commit; check the lane status board.
Re-export to Iran is not available: Iran-related services are suspended following the UAE Government decision of 19 August 2026 to halt trade, commercial exchanges and financial transactions with Iran (UAE MoFA).
We screen consignees, end users, goods and vessels on every re-export case, and we decline shipments whose real destination or end user does not match the documents. See our compliance policy.
Budget for Dubai handling and storage, re-export documentation, the onward freight and the destination charges, and confirm each line before the goods arrive.
A typical checklist. Your coordinator confirms the exact list for your cargo and destination, and you upload everything in the portal.
Every shipment is screened against applicable sanctions lists and checked for restricted or prohibited goods before booking. Some routes and commodities need extra documents or cannot be accepted.

Answers to the questions customers ask most about Transit and re-export via Dubai.
Generally not, if the goods stay in a free zone under customs control and leave on a re-export declaration. If they are released to the UAE mainland first, duty and VAT apply; ask whether a refund on later re-export is possible, as Dubai Customs sets the conditions.
Yes. Goods from several suppliers can be received in a partner warehouse in Jebel Ali, checked against your order and loaded together, provided the invoices and packing lists are aligned for the destination.
No. Re-export through Dubai does not normally change the origin, so keep the original certificate of origin from each supplier. Destination customs may ask for it.
That depends on the warehouse operator's terms and the customs status of the goods. We confirm the storage period and charges with the partner warehouse before the goods arrive and record them in your case file.
No. Iran-related services are suspended following the UAE Government decision of 19 August 2026 to halt trade and financial transactions with Iran.
It can be. Depending on the carrier's network, cargo may need a bonded road leg from Jebel Ali to an east-coast loading port before the sailing. We confirm the routing and any extra cost before booking.
Next step
Send your route and cargo details. A named coordinator replies with an itemised quote and the next steps.
Re-export through Dubai means your goods enter a free zone such as Jebel Ali Free Zone (JAFZA) without paying UAE duty, stay under customs control, and leave on a re-export declaration to the next country. Nil Ocean Shipping coordinates arrival, free zone storage and consolidation through licensed partner warehouses, the re-export filing and the onward feeder, truck or sailing to Iraq, the GCC or East Africa, with destination documents checked before departure.
From Dubai you can reach Iraq in three main ways: a container feeder from Jebel Ali to Umm Qasr, a RoRo service for vehicles, machinery and trailers, or overland trucking through Saudi Arabia. Sea routes are usually the simpler choice for containers into southern and central Iraq; trucks suit specific door-to-door cases. In 2026 the bigger risk is Iraqi clearance: ASYCUDA, e-verified documents and the COC.
