Jebel Ali Re-export to Mombasa, Dar es Salaam and Djibouti | Nil Ocean Shipping
Many East African buyers already purchase in Dubai, or buy in China and ask for the goods to be combined in Dubai before shipping home. This guide explains how re-export through Jebel Ali works, how the three main East African gateways compare and what to prepare so the cargo clears at destination. Timings are indicative, were reviewed on 1 November 2026 and must be confirmed for each booking.
Why re-export to East Africa through Dubai?
Because Dubai lets buyers combine goods from China and the UAE market, store them without paying UAE duty and ship consolidated loads to African ports.
One shipment from many suppliers. Goods from several Chinese factories and Dubai wholesalers can be received, checked and loaded into one container.
Duty suspended while stored. Goods kept in a free zone under customs control and re-exported generally do not pay UAE customs duty.
Flexible timing. Stock can wait in Jebel Ali until the buyer's payment, import permit or conformity certificate is ready.
Services in your language. Buyers can deal with one coordinator in Dubai for purchasing logistics, documents and onward freight.
How does re-export from Jebel Ali Free Zone work?
Goods enter the free zone without paying UAE duty, stay there under customs control, and leave on a re-export declaration to the next country.
Arrival: the container arrives at Jebel Ali (or, in 2026, often at an east-coast port and then by bonded truck under Dubai Customs Notice 03/2026).
Entry to the free zone: the goods move into a licensed warehouse in Jebel Ali Free Zone (JAFZA) on a transfer declaration, without duty being paid.
Storage and handling: receiving, counting, labelling, repacking and consolidation, within what the warehouse operator's licence allows.
Re-export declaration: filed through Dubai Customs, with the commercial invoice, packing list and destination details.
Loading: the container is loaded on a vessel to the African port.
If goods are released to the UAE mainland instead, duty (generally 5% of the CIF value) and VAT apply. If you bought goods on the mainland with duty already paid, ask whether a duty refund on re-export is possible; Dubai Customs sets the conditions and time limits.
Which East African port should you use?
The right port depends on where the goods are going inland, because each port serves its own transit corridor and customs system.
Port (UN/LOCODE)
Main markets served
Customs and single window
Standards check before shipment
2026 notes
Mombasa (KEMBA), Kenya
Kenya; transit to Uganda, Rwanda, South Sudan and eastern DR Congo (Northern Corridor)
Kenya Revenue Authority iCMS; KenTrade single window
KEBS Pre-Export Verification of Conformity (PVoC) for regulated products
iCMS maintenance outages; Mombasa congestion
Dar es Salaam (TZDAR), Tanzania
Tanzania; transit to Zambia, Malawi, Rwanda, Burundi, Uganda and DR Congo
Tanzania Revenue Authority TANCIS; TeSWS single window
TBS pre-shipment verification for regulated products
Past TANCIS/TeSWS outages delayed release
Djibouti (DJJIB)
Djibouti; transit to Ethiopia by road and rail to inland dry ports such as Modjo
Djibouti customs plus Ethiopian customs for transit cargo
Ethiopian import requirements, including bank permits for foreign exchange
Shortage of empty containers in Ethiopia reported in March 2026
For landlocked destinations, ask your coordinator whether we can cover the inland leg for your cargo; this is confirmed case by case.
What documents and certificates do East African destinations need?
You need the usual commercial set plus, for regulated goods, a conformity certificate issued before shipment.
Commercial invoice and packing list issued for the re-export sale, with descriptions, HS codes, quantities and values that match each other.
Bill of lading naming the correct consignee and notify party at destination.
Certificate of origin. Re-exporting through Dubai does not normally change the origin of goods: Chinese goods stay Chinese origin. Keep the original certificate, because destination customs may ask for it.
Kenya: regulated products need a certificate of conformity under the KEBS PVoC programme, issued before shipment, and the import is declared through the national single window.
Tanzania: regulated products need verification of conformity under the TBS programme before shipment.
Ethiopia via Djibouti: importers usually need permits from their bank for foreign exchange and the transit documents for the Djibouti–Ethiopia corridor; check with your Ethiopian buyer and bank.
Goods that arrive without a required certificate can face inspection, penalties or re-export at the importer's cost, so check the requirement before you buy, not after the container sails.
How long does it take, and what affects transit?
Historically, direct sailings from Jebel Ali to East African ports took roughly one to two weeks at sea, and longer with transshipment; in 2026 routing and port conditions can add time.
Hormuz routing. Jebel Ali lies west of the Strait of Hormuz, which has been largely closed to mainline container ships since around 1 March 2026. Many carriers now serve UAE cargo through east-coast ports such as Khor Fakkan and Fujairah, so a re-export container from Jebel Ali may need a bonded road leg to the loading port. Confirm the routing and who pays for that leg; check our lane status page.
Destination customs systems. Kenya's iCMS maintenance in February 2026 was planned for 36 hours but ran beyond 72 hours, with trucks queuing for more than 2 km at the port (Business Daily). Further shutdowns were scheduled during 2026.
Inland transit. Road or rail legs to Uganda, Rwanda, Zambia or Ethiopia add days or weeks, depending on borders and corridor conditions.
Empty containers. When boxes are scarce, lines ask importers to return empties quickly; delays mean detention charges.
What costs should you budget for?
Budget for Dubai handling, ocean freight and destination charges, then duties and inland transport, and confirm each line before booking.
Free zone storage, handling and consolidation in Jebel Ali.
Re-export documentation and Dubai Customs fees.
In 2026, any bonded trucking from Jebel Ali to an east-coast loading port.
Ocean freight, plus war-risk or emergency surcharges and their validity dates.
Destination terminal handling, port charges and delivery order fees.
Conformity certificate and inspection fees.
Destination duties and taxes under the East African Community Common External Tariff and national rules, or Ethiopian rules for Djibouti transit.
Inland transport, container deposits where a line requires them, and demurrage or detention if clearance is slow.
How do you plan a smooth re-export?
Agree the destination requirements first, then align every document before the goods are consolidated.
Ask your African buyer which certificates and permits the goods need, before you buy them.
Book the conformity inspection early, while the goods are still in Dubai or at the factory.
Use one consistent description and HS code for each item across invoices, packing list and declaration.
Keep the original certificates of origin from each supplier.
Agree the Incoterm with your buyer, for example CFR Mombasa or DAP Kampala, and who pays destination charges; see our Incoterms 2020 guide.
Get free days at destination in writing and plan collection.
If your volume is small, compare FCL with LCL in our FCL vs LCL guide.
Frequently asked questions
Do I pay UAE customs duty on goods I re-export from Jebel Ali Free Zone?
Generally no, if the goods stay in the free zone under customs control and leave on a re-export declaration. Goods released to the UAE mainland pay duty. Confirm your exact flow with Dubai Customs or your forwarder.
Does re-exporting through Dubai change the country of origin?
No. Storage, repacking or consolidation does not normally change origin, so Chinese goods stay Chinese origin. Keep the original certificate of origin with your documents.
Do I need a PVoC certificate for Kenya or Tanzania?
Regulated products usually need a certificate of conformity issued before shipment under the KEBS or TBS programmes. Check your products with the standards body or an appointed inspection agent before shipping.
Can you ship to Ethiopia?
Ethiopia is usually served through the port of Djibouti, then by road or rail to inland dry ports such as Modjo. Ask your coordinator whether we can cover the inland leg for your cargo; this is confirmed case by case.
How long does Jebel Ali to Mombasa take in 2026?
Indicatively, direct sailings have historically taken about one to two weeks at sea, but 2026 east-coast routing and port conditions can add time. Confirm the current schedule before booking.

Most cargo from China to Dubai travels by sea, in a full (FCL) or shared (LCL) container, from ports such as Shanghai, Ningbo, Shenzhen or Qingdao. Since March 2026, with the Strait of Hormuz largely closed to mainline ships, many services discharge at Khor Fakkan, Fujairah or Sohar and finish by bonded truck to Jebel Ali. Plan for several weeks door to door and budget for surcharges, UAE duty (generally 5%) and 5% VAT.
Re-export from Jebel Ali to East Africa: Mombasa, Dar es Salaam and Djibouti
Dubai works as a buying, consolidation and re-export hub for East Africa: goods from China or the UAE market can be held in Jebel Ali Free Zone without paying UAE duty, combined into FCL or LCL loads and shipped to Mombasa (Kenya and the Northern Corridor), Dar es Salaam (Tanzania and inland) or Djibouti (Ethiopia). Plan for destination conformity certificates, African customs systems and, in 2026, east-coast UAE routing.

Guide
Cargo from China reaches Iraq by sea to Umm Qasr, by sea to Jebel Ali and then feeder, RoRo or truck, or by sea to Türkiye and overland to the north. This guide compares the three routes, how the 2026 Hormuz disruption changed them, what drives cost and how to choose.

From Dubai you can reach Iraq in three main ways: a container feeder from Jebel Ali to Umm Qasr, a RoRo service for vehicles, machinery and trailers, or overland trucking through Saudi Arabia. Sea routes are usually the simpler choice for containers into southern and central Iraq; trucks suit specific door-to-door cases. In 2026 the bigger risk is Iraqi clearance: ASYCUDA, e-verified documents and the COC.
